Rep. Glenn introduces plan to better protect neglected children in Michigan

Rep. Annette Glenn, R-Midland, this week introduced a plan designed to improve protections for children who are victims of neglect in Michigan.

Glenn’s measure, House Bill 4640, eliminates an inconsistency in state law that sometimes undermines a court’s ability to step in and protect neglected children. The new bill will add instances of “threatened harm” to the definition of “neglect” – making the definition in neglect cases consistent with other areas of Michigan child abuse law.

“Without consistency in legal definitions, it can be difficult for courts to get involved in some types of child neglect cases,” Glenn said. “This measure will provide much-needed clarity  and consistency, ensuring courts have the tools necessary to help children who are in a dangerous home environment.”

Glenn introduced similar legislation during the Legislature’s 2019-20 term. Her measure was overwhelmingly approved by a 99-10 bipartisan vote last year in the House, but the proposal did not advance in the Senate.

“We have already proven this is an important reform with bipartisan support,” Glenn said. “It’s a step we must take to provide our state’s children with protection they need and deserve.”

House Bill 4640 was referred to the House Families, Children and Seniors Committee.
